Towards a socially-inclusive and environmentally-sustainable development: How does the African Development Bank do it?

This webinar aims to disseminate the findings, lessons and recommendations from the evaluation of the African Development Bank’s Integrated Safeguards System (ISS), and the actions the Bank is undertaking to ensure effectiveness of the ISS in achieving its safeguards objectives. The evaluation report presents an in-depth analysis of the relevance and robustness of the ISS design; the efficiency of the system, process, resourcing and the existing incentives; and its emerging effectiveness in achieving the Bank’s safeguards objectives. It also explores success factors and good practices for implementation of safeguards policy, with examples from the Bank and its peer development organizations.

 

About the Presenters

Mònica Lomeña-Gelis is an environmentalist and evaluator with more than twelve years of professional experience in international development and development effectiveness in Latin America and Africa. She joined IDEV in 2017 and has managed the Country Strategy and Program of Cabo Verde, the Quality Assurance Evaluation across the project cycle and the Evaluation of the Integrated Safeguards System of the Bank. Previously, she worked for the United Nations Capital Development Fund (UNCDF) in Dakar, the Independent Evaluation Offices of the Inter-American Development Bank (IADB) and the International Fund for Agriculture Development (IFAD).

Justin Ecaat is an Environment Safeguards Specialist with more than 25 years of experience in application of safeguards at country and regional level in Africa. Justin has been extensively involved in applying safeguards in nearly all infrastructure sectors relevant to Bank operations. This has entailed aspects of quality assurance, implementation support to operations, policy compliance as well as resolution and problem solving on safeguards issues addressed to the Bank’s Independent Review Mechanism. Justin has participated in environment safeguards Policy formulation both at national level and at AfDB, he has previously worked with the United Nations Development Program (UNDP), and responsible for environment program development and management at UNDP Country office level.

Madhusoodhanan (Madhu) Mampuzhasseril is the Division of IDEV.2, the division responsible for Agriculture, Human and Social Development, Country and Corporate Evaluations. Since joining the African Development Bank in 2009, Madhu has led sector-level evaluations of health, education, and agriculture and rural development, corporate evaluations of the Bank’s decentralization strategy and process, as well as evaluation of the quality-at-entry of the African Development Fund (ADF) 2005-2008 operations and strategies. Madhu has also been instrumental in formative evaluation of the Bank’s quality assurance process across the project cycle.
