A policy and development evaluation specialist and Ingénieur agronome (1990) majoring in agricultural economics. He holds a M.A. in Economic Policy Management (2001), and a certificate from the International Program for Development Evaluation Training (IPDET) at the Carleton University (2003). Since 1994, he participated or led program evaluation related missions in 22 countries across Africa, 6 in Europe, 5 in Asia, and 3 in the Americas. He has provided evaluation consulting services to major UN agencies and multilateral development institutions, and nongovernmental organizations including at grassroots. He is the founder and a former president of the Cameroon Development Evaluation Association (CaDEA), and a former Board Member of the International Development Evaluation Association (IDEAS) where he chairs the Thematic Interest Group on Impact Evaluation. He is also affiliated with the American Evaluation Association (AEA) and the European Evaluation Society (EES). He is a former member of the Steering Committee of the Network of Networks on Impact Evaluation (NONIE). He led the organization of the 7th international conference of the African Evaluation Association (AfrEA) that gathered about 630 evaluation professionals on March 3-7, 2014 in Yaoundé, Cameroun. He has published several articles in peer-reviewed journals and book chapters on economics and program evaluation.
Currently Principal Evaluation Officer, he started with the Independent Development Evaluation at the African Development Bank in 2014. In the meantime, he has managed the monitoring and evaluation function of the African Legal Support facility (ALSF) of the Bank from Oct. 2016 to Oct. 2018. His interest is in bridging evaluation and policymaking, and building national evaluation capacities in Africa. He is also working on approaches to evaluating the development impact of legal assistance to developing countries for public-private partnerships (PPPs).
