Informing ambitious action on the climate crisis: Evidence from IDEV/AfDB

To respond effectively to Africa's needs to mitigate and adapt to climate change, transition to clean energy, and promote green growth, learning from experience is critical. IDEV contributes to climate change resilience and green growth by sharing relevant and actionable knowledge from evaluation with various networks, such as the Organisation for Economic Cooperation and Development (OECD) Development Assistance Committee (DAC) Evaluation Network. The DAC Network on Development Evaluation is a subsidiary body of the DAC whose purpose is to increase the effectiveness of international development programs by supporting robust, informed, and independent evaluation.

From 22 to 23 February, during a DAC/EvalNet meeting in Paris, Karen Rot-Münstermann, AfDB Evaluator General, took the opportunity to present two products from IDEV’s knowledge resources - an evaluation of the AfDB's efforts to mainstream green growth and climate change into its interventions and a paper on evidence-based transformative pathways to foster climate resilience and a just energy transition for Africa.

Both products provide evidence for ambitious actions on the climate crisis in Africa and globally. These reports offer deep insights through an assessment of relevant strategies, policies, financial investments and initiatives, as well as a review of the effectiveness, efficiency, relevance, coherence, and sustainability of related projects. The goal of the presentation was twofold: on the one hand, to share knowledge from evaluations of the AfDB's efforts to develop and implement green growth strategies and to support member countries in their transition to a low-carbon and climate-resilient economy, and how this knowledge has been used in the development of the Bank’s new Climate and Green Growth Strategic Framework; and on the other hand, to provide relevant evaluative knowledge on energy, climate change, resilience, and green growth to inform future interventions to foster climate resilience and a just energy transition in Africa.

The purpose of the special session, which was open to the broader DAC community, was for EvalNet members to present recent evaluation findings, lessons and recommendations on climate change mitigation and adaptation, with a view to supporting DAC members and partners to achieve more ambitious and effective climate action towards the Sustainable Development Goals. EvalNet formed a Climate Crisis Working Group in 2021 to enable more and better evaluation of climate-related support, facilitate collaboration, and connect decision makers to credible, independent evidence.
