Independent Development Evaluation (IDEV) at the African Development Bank Group (AfDB) is embarking on an evaluation of the Bank's support for the transport sector, covering the 2012-2022 period. This initiative follows IDEV's evaluation of the transport sector, published in September 2014, which covered the 2000-2011 period.

The evaluation seeks to provide findings, draw lessons, and formulate recommendations to better inform the design and implementation of future transport interventions, and the revision of the AfDB transport strategic documents in line with the ongoing formulation of the AfDB's new Ten-Year Strategy (TYS 2023-2032).

The evaluation will assess the relevance, coherence, efficiency, effectiveness, sustainability, and impact of the Bank's support for the transport sector. It will consider the support to the roads, ports, railways, aviation, and urban development subsectors in regional member countries. The evaluation encompasses financial instruments and services, like investment loans and grants, guarantees, equity, technical assistance, and analytical and advisory services, plus AfDB's contribution to key regional transport strategies and programs.

The methodological framework includes a portfolio review and analysis, literature and policy review, cluster evaluations, case studies, qualitative comparative analysis, and benchmarking. Data will be collected through desk reviews, key informant interviews, focus groups, direct observation, and an online survey.

The evaluation is expected to be delivered in the third quarter of 2024.
